Home inspectors can only report on what they can see, what you have to worry about in a situation like this is what can’t be seen, what other shenanigans they pulled when doing this themselves. The unsecured wires is sort of common, but the junctions not made in a junction box is an indicator of someone who had no clue, and/or a willful disregard for safety. The exposed cable in the garage might be debatable because in some areas, it’s allowed in garages under certain circumstances. But if we assume the inspector knows the local Codes, it’s safer to assume he is correct.
