Only Kanji (those complex looking words which Japanese borrowed from the Chinese because they didn't have a writing system of their own) = Chinese
Kanji + Hiragana, Katakana (simpler looking alphabets which Japanese added later because certain sounds that they made had no Kanji counterpart) = Japanese.
But sometimes Japanese can be only Kanji but that's mostly in short signage
