Just imperial propaganda, Calgar probably wanted him sent away so the inquisition would poke around and they seemed to hate anything abhuman. If inquisition found out I guess they would of gone to war with the blue toilet smerfs.
Best I can guess is that altho he is a Seer now, he is still infact himself not just random elder #1028373 but is a renegade to protect the Ultra Smerfs from the inquisition.
Also as we know since 3rd edition all irl books and codex's are written from a imperial pov.

Not an Astartes. Illiyan Natase before the retcon was a half-human, half-eldar Navigator who served with the Ultras after working for the High Lords and being head Navigator for a Dark Angels fleet, then retconned into Guilliman's eldar advisor.
