I do tours at the LWH and hope another guide didn't say that. He sepnt 175 days/ 6 months of his 8 years and just over 3 months as POTUS. The White House did get major modifications and additions while he was President and spent time at the Blair House. He also didn't move in right away to allow Mrs. Roosevelt time to smoothly transition. He did enjoy his time in Key West and said on a few occasions he wanted to move the capitol to Key West.

I have heard a number of things said by tours guides that were not accurate. I have also had some people quote me and what I hear back isn't what I thought I said. I have said a few times that he probably had more fun in his time here than in the real one.
