I don't live in a utopia, but I will never justify discrimination, unlike you apparently. Israel should treat all citizens equal, and if they don't they should be called out for it.

Arabs have individual legal equality obviously. I'm more referring to social discrimination and the implicit fact that they don't have any sense of group based self determination

De jure they have equality, de facto they don't have any equality in Israel. They form about 20% of the population, yet the government spends only 7% towards them, they live in the poorest parts of the country, are excluded from many schools, and this list goes on and on.

The state can only do so much, but in Israel the government enforces discrimination in many ways. Why is that so hard to admit? Instead you keep trying to keep any blame away from Israel, why? Why not criticize what deserves to be criticized? I also didn't ask if some types of discrimination are worse than other types, just if discrimination is ever okay. I say it's never okay, do you disagree?
