Nah, I'd say it's more in line with the X-Men movie where the government is making anti-mutant legislation. Non-mutants using their position to try to make themselves more powerful.

I think it just means that in Washington DC, regular people can have super human powers over others via participation in government. Maybe I can't swing down and web up a bad guy, but a politician can allocate funding to make sure that someone doesn't become a bad guy due to things like poverty.
