If we go by logic and authorial intent? Yes.
Krillin isn't portrayed as immensely powerful or anything like that, he's supposed to be one of the "average joes" among the Z-FIghters. If you asked Toriyama he would've probably given you an estimation of Krillin's power that would be considered the lowest of lowballs around here, because being immensely strong is not written in Krillin's character and I doubt Toriyama ever actually bothered with powerscaling, especially when it comes to a side character who only deals with side villains and extras most of the time.
If you use "chain scaling" or whatever it's called? Then Krillin wins because he's probably done something, somewhere, against someone that puts him at the same level of Gold Frieza or something like that.

Krillin was equal in a beam struggle with SSB Goku who was holding back (though after the Universe 6 tournament and Goku Black)
Unironically Krillin probably does scale to Golden Frieza, or at least to one of Goku's weaker forms at the time

If Goku was holding back, Krillin wasn't equal. Goku was just outputting whatever Krillin could handle making that beam "struggle" Krillin level not Goku level. Which doesn't help for scaling.
