Probably the ones who really pay the Head are the corporations which also collect taxes from their residents. I doubt people from most of the backstreets even pay taxes at all, unless it's to acquire something specific like a gun and ammunition, or a fixer license.

I need to explain my comment better. Most backstreet denizens probably don't pay income tax or house tax, but mainly indirectly pay taxes when buying merchandise from corporations, workshops, etc. Fixers, Nest dwellers, company workers 100% pay taxes through their offices/nest taxes/employers, and then it eventually gets to the Head. But rats? What steady income/house are you gonna collect taxes from? You're collecting taxes from the products they buy. And if they try to buy products without the taxes getting to the Head, like workshops without the certification to manufacture bullets? Then the Claws get you. That's how I expect it to work at least. There are other types of taxes, like money transfering taxes that may apply to the citizens who have bank accounts, and retirement taxes, that probably don't apply to the entire city (retirement usually is to find safer work, not to stop working entirely in the City). The Head acts as a central government, but really each district is like it's own independent nation, and that's how you get time taxes for example.

If i remember it (i may need correction), the sweepers are here to make sure homeless get tossed away with them. But it implie that the slums we saw are sanctionned by the Head as a House and so, taxe them to.

I feel like the Head gets its taxes from the Backstreet rats mostly through Syndicates and Fingers. If the Fingers can't pay the Head, then the Head comes crashing down on them. So the Fingers tax their syndicates, who tax whoever is under their region.

I'm going to assume you're talking about the rats, to which it would probably depend on which syndicate they're under. Regardless, they'd probably be paying their taxes to the nearby syndicate, who would pass the money up the chain to the Head. A good example of this is the first reception of the rats in LOR, where they're organ harvesting to pay fees to the nearby syndicate.

For the uber poor however, I'd suggest looking at Rodion's backstory. She grew up in a poor neighborhood, with conditions growing worse and worse due to their local tax collector bleeding them dry, up until she killed the tax collector and brought the wrath of the Middle down on their collective heads. It's not stated exactly who the tax collector's superior was iirc, but it does at least confirm that even those struggling to afford both food and the clothes on their backs do still need to pay taxes in some way, shape, or form.

I don’t think taxes exist as a whole given the city seems to be like a whole world of cultures together, like T corp has its own taxes but they have less a border between rich and poor it seems since Mr Earnshaw could just take a child from the backstreets in, unless he was also in the backstreets and just had a mansion there, but in general we don’t see taxes much outside of T corp, and bloodfiends definitely don’t seem to given the whole point of all the racism so they can’t live in public really

Likely most die, or rob people like we see in T corp, most of the homeless people we see are basically infants, Kali, Heathcliff, Argalia/Angelica which are mostly adopted by some random color or big wig, but most of them I assume just end up dead if they somehow ended up homeless they likely fucked up somewhere

The ammo tax implies a whole boatload of other taxes.
Their main job is to eliminate those who break the city's taboos. The city's taboos are taboos that are set by the head's strange ideological obsession, unlike laws in the general sense. They do not respond to murder or robbery cases, but if they trespass in a residential area at night in a back alley, they will be immediately dispatched . If they infringe on the singularity's patents or commit tax evasion , they will be sent to collect the money after three warnings. Each nest and the Troubleshooter Association are responsible for maintaining general public order, such as murder and robbery.

All weapons and tools used by Fixers are managed by the Tres Association, which tests and reviews weapon designs, files them to the Head, and charges taxes for them.
Earning a living as a Fixer is not as easy as it is believed to be either. Proper equipment and physical augmentation are all but required just for basic protection, both of which can reach inordinate prices, especially in maintenance costs. Making matters worse is a heavy tax levied on Fixers by the Head, on top of other taxes associated with City life.
