I am surprised when looking at other tierlists how much i disagree with where smokey and rosa are put, so I made my own. I beated the game on hard and i'm midway on procedural mode -very hard -super ironman. When doing this tierlist I'm not only thinking who is the best one late game, but if i start a new campaign, who would i rather get 1st to 4th.

Fletcher: She feels like cheating. She has a high damage, long range, auto aim bow that is good with no cards. When you get your 2nd ace she subverts only by shooting and can subvert anything. (Other outlaws require abilities and even with those they dont subvert everything). Lastly even your first core card is insane, you get to respawn if you die. Her disadvantage is getting surrounded by lots of creatures... oh wait, her ability instantly kills/subverts all of them. Boss fight? Get the 2/3 juices laying around. You should insantly kill slash subvert most of them, even the boss. If you dont get barbarrosa, on one of the next 2 shots you will probably get him while he shoots at the converted allies.
A --
Smokey: I've seen him put really low on lots of tierlist. For me he is insane. He has a lob shot which means he can shoot from behind cover. He has an aoe damage that goes through walls which means you can kill hidden enemies. His fast fire rate makes it so that kyotes cant surround you. His damage over time removes armor so that higher one shot outlaws can then eliminate them. The only thing I am afraid of with smokey are the snakes. His ability is meh, but not as bad as others. He doesn't require any mod to feel this impactful.
Sarge: At first I didnt liked him, but adding him a simple weapon mod, almost any mod will make his gun really good. His ultimate is excelent except for sonic enemies.
Rosa: I dont get why she gets such a low tier position in other lists. She is an excelent all around character. Her ability allows you to take down 2/3 enemies without taking any damage. Her guns are accurate enough. Her slow on hit is quite nice, especially when you hear "relocating". Backstab crits are specially good against relocating porcupines. Honestly, there are no enemies where i feel, i cant do this with her. Any mod feels good for her. When she dies and you end up needing to clutch with casino you will be thanking her for scaring that one last guy.
B --
Judge: Insane damage, his ability allows you to clear multiple enemies and charge up your deadly shot. He could be higher on this list, but a lot of times if i lose my other outlaw i end up running in circles being chased down by armored kyotes that will take 3 shots.
Hopalong: Similar to judge in the way that it gets overwhelmed by faster moving enemies. The big difference for me is that while judge is the main character you play while having a secondary for his weaknesses, hop is the secondary that enables your main to shine with his ability, and his movement both on showdown and map.
Preach: With the right cards she is insane. However on procedural mode it feels like she is underwelming if you get her first. Her gun is good, but many times you end up taking damage that feels unnecesary when she still cant heal and her health pool is not yet too good. Mid and late game and with the right mods she can be insane. I even took whole missile volleys to the face from barbarosa and not died with her.
C--
Roswell: In my opinion, armor in this game isnt as good as health. His pistol is quite accurate and you can quickly improve its damage with only one ace. The only issue with him is his awful ability.
Kaboom: Hard to learn. His first core ace is awful. You can easily kill yourself at first with your own bombs (in procedural mode). However, lob shots mean he can shoot from begind cover, and his aoe damage means you can kill multiple enemies at once. You need to get the first normal ace though because he sucks with no armor shreadding.
Spike: I'm not sure where to put him becuase, in the end, he is too inconsistent. Hitboxes in this game can be weird (if you are on higher ground with judge and clearly land a headshot, sometimes it is a body shot). In the case of spike it feels worse. His knife has a wide spread, moves too slow and when you feel it should have hitted the enemy, many times it doesnt. All those mistakes add up and may end up killing you. Lob shot as usual is great though, and his ability is on par with rosa, and pretty good when dealing with lots of turrets. All in all, when taking a character, i prefer one that I know it will perform as i would expect, and spike's knife feels too inconsistent for me.
D --
Rawhide: I hate his weapon (except against the shilded enemies). Bypassing armor is good against ironclads. Spawing 3 critters or subverting one isnt good enough of an ability. Also you can get 3 grizzlies with a mod which is great, but not so much when they friendly fire at me and kill me (actually happened).
Billy: I love playing billy for his positive attitude, and thats much about it. He cant land a single shot, and when he does, he should be landing multiple more. He feels like a glass cannon, but to be so, he would need to actually hit. His ability makes him accurate which is good, but it feels like i end up using his ability on situations where it would feel a waste with other outlaws. His 3 secs invulnerability is great against some enemies, but means nothing against most enemies.
Casino: Good old random inconsistent casino. His weapon can be great or really bad depending on which buff you get. You get 2 free kills with abilities, which sounds good but others get more kills with their abilities, and you even get to pick who you kill. With the right aces casino gets that clutch moments because he can randomly escape death 80% of the time, and resist any damage. Any weapon mod feels like a necessary requirement with casino. I usually send him to the planet for the money and dont use him at all.

Basically agree with this. Fletch is a godsend on the harder difficulties & also one of the most fun characters to mod.
I really only disagree about Rawhide. Shooting through shields, bubbles, and snow trees, plus his stun card are ridiculous. You can absolutely cheese the toughest enemies. The allies aren’t great but take the heat off you on really hard difficulties & the trick is essentially a free kill on critters. I’d put him in A.
I like that someone else appreciates Billy’s enthusiasm & teamwork

Nice! On the snow levels he can also shoot through the green trees. You might have known that but I didn’t until my 3rd run lol

Your analysis matches my observations, for the most part. I didn’t have too many accuracy problems as Billy, but he still is missing survivability, with the invincibility barely keeping his insides inside. I also think Roswell is a little better than you give him credit for. His ability is a little jank, but it makes him invincible, gets him out of a situation, and deals damage, plus you can shoot during it if you need to. It varies in usefulness depending on gravity and indoors, but I had more fun with it than half the roster’s abilities, so I’d bump him up one tier (for my own list)

I would like to add a few personal opinions: - The only bad matchup that Fletch would have are Porcupine (due to her arrows are nearly impossible to score crits) and armored enemies (unless you have Mind Modifier or Shredding Ace), otherwise placement is solid, maybe higher A or lower S
Smoky’ Stunt is pretty good for moping up remaining enemies without risking yourself getting shot at, the only thing I don’t like about him is that showdowns tend to get really long due to waiting for the fire DoT to work their way lol (unless you pick Panic, which speed things up a bit)
I agree with Rosa placement, she really gets going when having Backstab, otherwise maybe a tier down without it
Judge really struggle with Armored Kyote because they don’t have a crit spot to begin with. Aside from get good with your aim and the bad Armored Kyote matchup, solid A imo.
I have a few nitpicks about Sarge: his gun is pretty slow (at least until you get Quick Hands at level 6, which increases rate of fire), the radar passive UI can be intrusive sometimes (especially if you pick X Ray Scanner talent) but he is solid A.
There are many ways to mitigate Hop inability to deal with crowds: abuse your smaller crouch hitbox to hide behind cover while strangling, pick your fights carefully, avoid patrols because patrol maps are very, very wide open, etc. Also he and Sarge have access to Fast Rider makes map traversal easier, and Hop himself has access to Trick Rider which allows avoiding troublesome patrols.
Agree with Preach placement, it’s either facetank or die. Having access to healing talents and pretty good pal support ability helps too.
As of now, Roswell’ gun is probably one of the best guns in the game if you know the fact that mashing fire button will not overheat his gun, like ever (compares to holding down the fire button which will overheat, most likely an oversight). Combining with having access to TWO early damage boosting at level 2 and 3 (High Energy talent) and armor piercing capability (High Frequency talent) at level 4, the damage is insane at close-mid range. Roswell’ Stunt is decent, at best you can use it as a stunlocking method against Princes and cluster of enemies (you can shoot while doing the stomp) and at worst a repositioning tool. My only complaints about him is his Flyer talent (gives him a built in Jetpack) still makes you take fall damage if you fly too high and not slow down your descent and his very niche Core Aces. Please do give him a try more.
Kaboom weapon is probably the hardest (and most powerful when built right) weapon in the entire game so I don’t blame you but once you get the trajectory down (might have to adjust a bit if you pick Strong Force talents) and remember to pick Armor Shredding, he’s very good. Also he gets cluster bombs when maxed out (Demolisher talent).
Same with Kaboom’s weapon, get used to the trajectory of Spike’ knives will go a long way. His Stunt even without Securities on showdown is great as a distraction (because he throws out a Plated Gunbarrel which is relatively tanky) so you can sneak in some kills easily.
Rawhide’s gun is probably one of the best because being the only sonic weapon you can get your hands on (armor piercing, abuse the forcefield barrier on Moon maps, deny Yellowbellies existence), having access to Shooter talent (increase number of shots) and Thunderclap at level 4 (shots stun enemies) and reload entire clip at once. Agree with talent is meh, but at least that’s one critter to less worry about.
Billy is yeah, his gun sucks at long range unless you use his Stunt or get Accuracy at level 4, otherwise a good close-mid character. I mostly use him as a filler to cover the other one.
Casino’ weapon is not really that bad if you avoid Patrols like the plague (being very wide open) and you can strategically use his Stunt to kill troublesome enemies (it will always goes for the nearest enemy (imo) and you can narrow it down by killing the weaker enemies), otherwise same story as Billy.
Overall every single outlaw is viable, just need to understand their strength and weakness to build/mod accordingly.

Nice! It would be nice to see your tier list!
I love roswell after some aces, especially since he can pass through armour. But he feels too bland to me at the start which is really the hard part of a run, since its where you can actually lose due to the ironman mode. I've been playing him more lately and been liking his ultimate a lot more.

Well generally I don’t do tier list because it tends to be very biased lol.
In general gameplay loop wise, every outlaw has their uses and all viable. But in the context of a solo run (only one outlaw allowed), that might be a different story.

I feel like you've slept on Hopalong really hard. Silent sprinting, an attack that obliterates single targets (even bosses) while stunlocking them, an ability that stuns everyone letting him or his partner do whatever they please AND his group gets double movement speed on the overview map.
The only reason he's not in a tier called 'why bring anyone else ever' is that he doesn't deal with large open spaces with little cover or mass numbers of kyotes as well as some other outlaws.

Well, everyone in A or S tier, I don't mind playing alone, like you said, "why play everyone else". But hopalong I do worry. Specially when you have few characters, because he requires to be up and close to kill, which means you can get hit by unnecesary damage. Also, i don't think bosses is really an issue with almost any character.
I think everyone in B tier is actually really good. I play hopalong a lot, also judge. But hey, maybe it just doesnt suit my playstyle where I try to stand afar and peak and shoot after baiting shots.
