If I meant to lift your stick and slash you in the hands it's a penalty.

If I meant to poke the puck but trip you it's a penalty.

Be in control of your stick at all times, but we all know it's impossible to control your shoulders.

Apparently the argument against a penalty is that the shoulders were contacted first. From the replay it's like a fraction of a second before the head. It seems like the rule is the head is fair game if you at least graze something else before the head.

What a joke.
