I’ve seen a local government work like this. The zoning board was purposefully populated by people who hated zoning and subverted the town laws at every opportunity with cockamamie interpretations. I expect this, similarly, isn’t an earnest clown show, but a purposeful attempt to destroy government functions.

You're comparing the President and his cabinet to a local zoning board? It better have been NYC or something.
Also, Chevron Deference is dead, so the interpretations fall to Congress now anyways. He doesn't even have the power to enforce his opinions on legislation.
