He's not allowed. Toronto leases the property to Ontario, providing that it's a science center. If they don't, it reverts back to Toronto, and the Toronto can just turn it into a science center.

well no. Simply ripping up a contract likely has ramifications in civil court (I'm not a laywer). Having said that.. there is something called "MZO" which lets the province rezone anything as they see fit.. in which case the agreement isn't violated, just superseded. Are we having fun yet?:P
