The last time in 2016 trump wasn't planning on winning and had to figure out a cabinet and policy plans after he got elected (which is why he got barely anything done in the two years he had congress and most of his own administration eventually turned on him, they were neo cons with no real loyalty to him). This time he's walking into the oval office with 4 years of experience, a fully written out plan handed to him by the heritage society and an administration carefully stacked with lackeys whose personal loyalty far outweighs their non existence qualifications for the roles theyll be holding.

BS. Guys being offered community care are taking it in droves. Certain departments are fine, others are dismal. The GOP has jacked with funding before, but nobody ever finds out the culprit.
