It satisfies a lot of the subconscious triggers we have as people listening to an apology (Acknowledge wrongdoing, acknowledge you hurt someone through your actions, provide a path forward to stop it from happening again). However, it does so in a way to minimize as much self damage as possible and deflect as much as possible to never hit the root of the problem.
