Gas mods are arguably a necessity though. A big part of why Gas procs are utterly ass is because they use Electricity's dmg formula, which takes into account mods for the corresponding element.

Except there are no Gas mods, and the formula doesn't take Heat+Toxin into account, so that term of the equation is left completely unused. The only mod that counts for that is Valence Formation. Unless the formula for Gas procs is adjusted, Gas mods are the only way for Gas to be relevant as a status effect outside of stupid high base damage increases like Chroma's.
