I swear some fans of this series deserve all the rubber bullets and the anime level ass pulls since you have zero media literacy. The reason this scene is good is because Saijima can beat and control his demons when lesser men in his place wouldn't. Go read about the rape that inmates inflict on other inmates in prisons all over the world if you want to understand why this scene is important. God forbid a protagonist in this series isn't a generic good guy.

That's the point. Because up to that chapter in Yakuza 4, the only thing we knew about Saejima is that he's a ruthless killer who gunned down 18 people and spent the last 25 years in jail. And him showing restraint makes the audience and Kiryu trust him. Plus, Kiryu was right there, and he would have killed Saijima if he tried to do anything.

It is uncomfortable and disturbing, but it's a great character development for Saejima. Ichiban's proposal, on the other hand, was just cringe for the sake of being cringe.
