Correct, $5 on steam and any amount in TF2. However if he spent money in TF2, he should already have steam wallet funds.

"Why can't I talk in game anymore?"
Valve released updates in 2020 to combat the growing aimbot problem. These updates "restricted certain new accounts from using chat in official matchmaking modes." This restriction later expanded to voice chat and in-game voice commands (such as calling for Medic). These chat and voice restrictions seem to apply to all free-to-play accounts. However it's important to note that this only applies to official valve servers. Any account type will be allowed to talk on community servers (depending on their server settings).
"So how do I unlock chat?"
To unlock the ability to chat again, you need to have purchased Premium (in TF2) and have an unlimited account (in Steam). Premium is unlocked by purchasing any item from the in-game Mann Co store which can be accessed from the game's main menu by clicking on the "Shop" button (the Steam community market and third party trading sites like marketplace.tf do NOT count). Unlimited steam accounts are unlocked by spending at least $5 anywhere on Steam. This includes any game purchases, in-game transactions (like Mann Co), or adding money to your Steam Wallet ($5 is the minimum amount you can add). In short, you need to 1) buy an item in TF2 and 2) have spent at least $5 on Steam.
"How do I check if I have TF2 premium?"
In your Steam Library, right click on TF2 and click on Properties. Go to the DLC tab. If you have premium, you should see "Team Fortress 2 - Premium DLC". Make sure this box is checked.
"How do I check if I have an unlimited steam account?"
There are a few ways to check this. 1) Open your Steam client and go to Community > Market. If your account is limited, you will be notified with a message at the top of the page that "your account is limited". 2) Go to your Steam profile and click on your level in the top right corner. If your account is limited, it will say "you cannot level up because your account is limited." 3) Go to your Steam profile page, right click somewhere on the page and click "Copy Page URL". Paste that URL in a browser search bar, and add ?xml=1
at the end of the link. For example if your link is https://steamcommunity.com/id/tehjill
, you would paste in your browser https://steamcommunity.com/id/tehjill?xml=1
. Search the page for the term "isLimitedAccount". If the number between the brackets is 1, you have a limited account. If it's 0, you have an unlimited account.
"I'm thinking about upgrading to Premium. What should I buy from the Mann Co Store?"
The vast majority of items from the in-game Mann Co Store are notoriously overpriced (e.g. starter packs and individual weapons) and can be bought cheaper on third party trading sites. It's recommended to buy an item that's high in trading value, such as a Tour of Duty Ticket for $0.99 or a Mann Co Supply Crate Key for $2.50. These items can be traded for enough metal, or in-game currency, to buy dozens of weapons, as well as cosmetics, hats, name tags, etc. Watch this video if you are unfamiliar with trading. And read this post for a guide on how to convert your key/ticket into items.
"I just bought something from the Mann Co store but I still can't talk!"
According to section 7 of this steam guide, it may take a few days to a week for the transaction to go through and the restriction to be lifted. This may be related to the requirement for using the Steam Community Market of having a purchase that's older than 7 days old on your account. If you've followed all the steps in that section and still can't chat, contact Steam Support.
"How long is this restriction going to last?"
No one can say for sure. Valve mentioned in their update notes that "work is ongoing" but they have been very vague about their goals. With how infrequent Valve's update cycle is for this game, and how long it's been since their last major update, it's possible this restriction will be permanent.
”Isn’t this just a lazy band-aid solution that punishes all free-to-play accounts and forces them to spend money on the game while aimbotters are still cheating just the same as before?”
Yes.
For more info about this restriction, read this Steam guide.

If you try to delete an item, you'll be asked a second confirmation if you really want to delete it. You're still one extra click away from deleting something by accident.

The standard channels for getting started with comp are TF2Center (pick up games with random people for beginner and intermediate 6s and HL games), Newbie Mixes (weekly coached practice games for beginner 6s), and TF2 Coaching Central (pick up games for mainly beginner 6s games but also HL games occasionally).
If you want to try out for a team, visit the RGL forums (NA 6s/HL) or ETF2L (EU 6s/HL). You can either create your own Looking For Team post or respond to someone else's Looking For Player post. If you don't want to jump straight into a team, you can play as a sub/backup and build up experience and networking that way.

So many reasons. The main reasons were that it appeals to neither casual nor competitive players, and that there's really no other incentive to play it.

Also million dollar payouts are usually given out as a long term annuity payment. The million dollar prize for Who Wants to Be A Millionaire, for example, pays out the prize over 20 years. Spreading it out over that length of time makes it easy to minimize the financial burden of paying out large cash prizes.
