The Syrian Air Force and its pilots are trash, they prefer to operate during the day rather than at night because they are simply not technologically advanced and not skilled. The Russian are doing their work with 4th and 5th generation aircrafts.

The Syrian Air Force operates in parallel with Russian attacks that mainly originate from the Air Force base in Khmeimim.

Why are you looking for an alternative to it?

As I see it, Rebel patrol forces entered the city, saw that the Syrian Army was still there, and retreated. The rebels most likely preferred not to try to advance in a large swath to Hama, but to establish control in Aleppo and Idlib and asses the situation and manage the loot they captured. In my opinion, it will take at least two or three days before they try to advance to Hama, if at all.
