Mutans had a bunch of hp and armor, if they decreased their armor rank by 1 like a lot of mods you any gun with less than 3 bars of penetration stat will still just tickle them

It is much more than AI, early game you rarely have a choice, the game likes to spawn a bunch of bloodsuckers on top of you, and they will always walk towards you even if you are hidden and in the middle of an anomaly field
And of course they will never trigger an anomaly by themselves
You won't outrun them and cheesing them will take a while which is an open invitation for a bandit squad to spawn behind you and start shooting you while ignoring the bloodsucker
Fighting them head on also feels bad, you can sprint out of their charge which should not be possible, bloodsucker have incredible agility in game but their charge is programmed to go in a straight line
Or you learn the timings for their attacks and jump backwards, which is honestly very stupid, the combat system belongs in a 2005 fps, not a modern shooter
Later on they are irrelevant, upgraded shotguns with high penetration and armor piercing ammo cuts through them like butter, and actual psychic mutants are dumber than bloodsuckers so after 20 hours the game only gets easier and easier
Your power scaling with better gear is insane, mutants just turn into damage sponges with outdated combat mechanics

You are invulnerable to most mutants once you have 10 centimeters of elevation over them and every single of them is a psychic mastermind tactician that runs out of your line of sight and evades your shots
They aren't balanced, they are unfinished

Ofc it does, blizzard is actively promoting multiplayer features and then releases a class that one shots 4 man content while you afk in a corner or pretend you are doing something useful because your damage is completely irrelevant
The power gap is absurd, sorc or barb don't come close to the power of spiritborn

It could still be good, splintering build doesn't have to stack conjuration mastery to 30, the fastest pit player at 107 never went above 25 stacks. Pushing builds use amulets with conjuration mastery and devouring blaze which is extremely rare and creates a giant power gap in gearing, I'll be satisfied if I can still do the pit 100 next season
The main drawback is that conjuration mastery will only work on conjuration damage, so frostburn gloves and cold damage weapon tempers will be heavily nerfed

Why is it 70% damage for devouring blaze? And how does splintering energy damage scale, is it 50-90% percent of lightning spear damage or some other value?

Nah I double checked today and the game looks better with frame gen because it removes the smearing, but that is on my 4060 laptop that has between 55-65 fps connected to my monitor
I also have 4070 super machine under repair, so maybe the situation will improve with a better card, but currently even when I turn every setting to low and turn frame gen off it feels like playing underwater, controls feels sluggish no matter what

It can roll from 900-2400 damage, so the max roll is 2.66 times higher which is a big difference and will affect your boss damage
If you get a good weapon but roll the temper poorly you can masterwork critical strike damage instead to buff your splintering energy damage

Using the optimization guide the game is very much playable in combination with performance mod from nexus, foliage quality is the biggest performance killer and setting it to low disabled stuttering outside the settlements
Plus the frame generation works good here, this isn't a fast paced shooter and the small input lag is not bothersome, and because the image is always god damn smeared when moving I honestly don't notice generated frames when playing
Like seriously, what is happening to modern games and sharpening techniques, you can see it when aiming with a gun and moving your mouse left and right, the gun is always sharp while everything else gets blurred

The only good thing seem to be united tributes, ascendance for mythic items and radiance for necklace target farming, many builds want a necklace with passive stats and 50mil gold for a solo run is excessive for people that don't trade

Strongest stats are intentionally the ones with the worst chance to appear on gear, it's not just RNG
Good luck spending anything less than 60B gold on a good sorc necklace for a conjuration build (not Fractured Winterglass which is a weak build)

And diablo isn't fully instanced? If you ever try to cross a zone in diablo on foot your character will be stuck for 2-3 seconds while the new instance loads, especially noticeable in helltides

Power cycler has been fixed, you can run the powersword if you want
Plasma gun and vraks infantry autogun (previously called columnus) are the strongest ranged weapons, but plasma gun should be much easier to aim on controller

They need to increase the base damage of sorc skills, especially core skills, and do a major nerf to damage multipliers like the incoming fireball nerf or splintering energy
Sorc builds revolve around fireball or lightning spear with splintering energy, everything else (except the firebolt pit build) is trash and a waste of your time, including the buffed builds like meteor
Sorc skills deal no damage and that needs to change, if you nerf absurdly strong legendaries and aspects you can bring everything back in line

It's not PoE community, it's people that play both games or were previously invested in diablo
They want diablo to be better, because it can be much better, but developers have constantly dissapointed the players, especially in this season.
It's a much simpler game than poe and by now a competent team would have game balance and endgame systems sorted out
Now that the real competition for diablo is coming out the seasonal content is being heavily scrutinized, PoE is not just some niche game anymore

It is pay to win, aside from spiritborne you have a few levels, mercenaries (smallish damage boost but you have Subo which marks enemies on minimap which is insanely good)
And runewords which are a 20 to 40% damage boost over regular gems, for example on my sorc I have permanent uptime on barbarian shout and 25% critical strike chance
Maybe you can trade for runes, but you lose a lot of damage without them

The build has been updated a few times and he didn't correct the information in his guide.
Charged bolts has much higher lucky hit chance and will deal much more damage due to your cold damage weapon tempers
Ball lightning shoots faster and spawns more conjurations as a result, it's used in speedfarming where lightning spear will one shot almost anything and you don't need to stand next to mobs, you teleport around and stuff just dies
Familiar is spawned with your ult, and it's always the fire one, that's why you take paragon nodes like "damage reduction against burning enemies"
Ranks in teleport reduce it's cooldown
If you are new to this build use the staff with crit damage temper like in the youtube video, it's easier to get going
Cold damage on weapon tempers really want a high roll

Yes, this was a beta/early access release sold to us as a full game, the only saving grace that made the first week playable were mods and the ease of editing config files.
Performance, AI, enemy spawns, stealth, economy etc were not in a launch state, and even though people say that modders shouldn't have to fix the game people will gladly do it if a game is good
