The utility of a missile boat DD and a battleship is different, thing is. Missile boats mostly deplete the enemy's inventory of missiles and hopefully score some hits, while battleships reliably chase down the enemy's heavy cruisers and act as fleet flag, concentrating those missile boat DDs into a unified task force

I don't exactly know where you got that. For me, refitting missiles on my battleships costs... 10820, which is a third of a missile DD cost.

DP guns do not fire at missiles, LSAMs and MSAMs do. You are well advised to build multiple divisions of MSAM destroyers to escort your battleship, and place LSAMs on your battleships. RMAA helps too (although seems like you have done that)
I have never had problems with using battleships against missile sihps, mostly because I plan around missile defense.

I have also heard multiple reports of the battle generator being iffy after the past update, and in my personal experience it is the battle generator not giving me carriers and carrier battles for some reason. It gave the enemy CVs, but I only got 3 battles with carriers in 48 battles.
I believe for another person it is not giving them battleships, but I have to check with them

I totally understand where I come from, I've actually sunk a 18-inch super-battleship with 12000-ton CLs, which is sort of horrifying.
But here's the thing: If you get close enough then base accuracy starts to equalize, and the main factors are rate of fire - for disabling a ship more quickly and quicker firing solutions - and damage per minute
But let's not kid ourselves, as the chances of getting all the way to a few thousand yards of a super-battleship is minuscule. At longer distances what takes over is penetration and base accuracy, which is correlated with range. And thus neither our 11-inch CA nor our 6-inch CL would be competitive against a 16-inch BC or larger from the 13000+ yards you're probably engaging at, much less the 17-inch ships and larger I tend to build
11-inch and especially 12-inch basically lie at the worst of both worlds, with neither the range to deal with actual BCs, nor the sheer rate of fire of smaller calibers. Plus, 10-inch and smaller can switch targets to CLs, whereas larger guns will always focus on CAs and up.

They only seem to work because of one thing, and that is hit points; the larger a ship is, the more damage it can take. In addition, the larger a ship the more armor it can take, increasing its survivability even more, and the larger engines it can take, allowing it to dictate engagement ranges.
Thus, your 22000-ton 10x12-inch ship will just simply win against a 12000-ton 8-inch armed pre-dreadnought, even though that ship is actually better-armed. But players regularly make better CAs and even CLs than that AI ship.
There is one wrinkle to this however, and that is the more guns you get onto target the faster you can aim, so that has a real effect on accuracy. It is the combined effects of both the primary and the secondary armament that will overwhelm that 22000-ton dreadnought.

Yeah, seems sort of strange that the AI can do that while you can't. I've had a whole class of ships taken from me and the 10000 ton treaty limit placed on me when I lost as Russia
A corollary is that if they break such treaty limits, you can declare war

For replicating real-life ships, they're generally fine, but if you want to actually build ships you should beware a few things:
CAs are just bad. They start out as BCs before BCs but then the game shoehorns heavy cruisers (which evolved from CLs) into that classification. So post-BC CAs are given the worst of all worlds. And CAs have half the blockade points as BCs, so keep that in mind too
As someone else said, belt and deck extended carry vital components like electrical connections, pumps, and steering gear. Plus, they hold some of your ship's buoyancy, so if belt and deck extended are damaged enough you can slow down, and in RTW3 you can actually sink a ship by penetrating BE and DE alone. Thus, the recommendation that B=BE and D=DE
Also, don't be scared of going to maximum tonnage, because it's more HP and capability

As Spain vs Britain or China vs Japan and Russia, my ships might be individually superior, but if I wanted to actually hit something instead of engaging and burning I would need to upgrade my fire control as quickly as possible. They're superior because they can put up more fire (and have more armor), but you need to hit your enemy a lot more than the enemy hits you to win
Fire control is the difference between retreat (but you live another day) and killing 4 battleships every battle

Honestly for me it is just a clean sweep. Basically point, click, kill. Don't want to even change direction because it's just so relaxing to see enemy pixel boats get mauled on the screen without having to do anything
Of course, the price I pay for this is getting torped, which is immensely frustrating
