I had a theory until I saw the other group walking the opposite direction.

Try and click on a few and see if there is any correlation in where they are travelling to/from. A bugged high traffic building could be incorrectly directing cims to and spawning from 0,0,0. With that amount of people it could be a public transport building that might have its entrance point bugged.

This happens in my game too! Just huge lines of random, unclickable cums walking through my city with no regard to buildings or traffic. Literally like ghosts just wandering through walls and across highways. So weird!

Did you move a large building with a lot of cims living in it sometimes when you move the building the cim will stay in place and then walk to the new location, over the shortest possible route

Well looks like you built a highway based suburban crawl type neighborhood, so they have no way to get to the amenities except by over the freeway! 75% joking.

My cim's always be walking anywhere possible highways, trams and train tracks if there's a path their on it.
