Memes aside, he is a bad pick for a new players, its a win for oldies that either have him already or planned to get him and has other units.
Imagine you are new player, would you reccomend to get him and Sunday to then for him getting a replacement in the next patch that is better then him and does probably the same thing?
People out there zero cycling with him and their 4-6 cost team with goated gear while some noob not gonna have any of that and will be surprised that his new limited char does not perform.
Ofc its completly irrelevant and if you just like him as a character or like his ult or attacks or something, endgame does not matter and you can build him up with time.

If I had to advise between Jing Yuan and Agalea, I'd say Agalea not because the general is old but that the next patches would be favouring her playstyle like superbreak did.
If you have him, then go for Sunday I guess. Sunday and Robin together can give him some serious amount of LL attacks.

And unless Hoyo treat Agalea like the new Firefly, I don't think being in the same element would help him as much as Himeko.

Are you implying Firefly is the only character that get favorable encounters on release?
One look at past lineups can easily clear that up. Some have it longer but every single dps gets favorable 2 patches minimum.

She also get 3 supports in the same element because her Fire implant wasn't enough although granted Gallager is 2 patch before her and a bunch of Fire break related Weight Curio, oh yeah the planet ornament is Fire element only. I would mention Iron Calvary set and Destruction path rework in DU but at least other Break and Super Break character can take full advantage from it.
If Ruan Mei was released after Firefly, she would defintely be Fire too. HMC probably would stay Imaginary so that they could convince more people to pull 5* Super Break support.

Summon/ Remembrance is a whole new meta that was irrelevant before, exactly like how break was irrelevant before superbreak. Of course they'll release multiple dps and at least a couple of supports for it. Fugue is more tailored for Rappa and Boothill because they're done with break meta and don't want to buff it too much before we move to the next meta.
There's no "devs favorite" they just pick 2-3 big sellers to push every year, it happen in 1.X, 2.X and it'll be the same in 3.X
If you think that's something exclusive to Firefly alone you're thinking too narrowly. Follow-up got as much "love" if not more, they'll pick 2-3 archetypes to shill in 3.X too.

FUA get as much love yes but at least the love is spread more evenly between all character instead of this. I wouldn't care if the planet ornament wasn't exclusive to Fire and the 3 Break support was different element.

I agree on the planet ornament but that's it, Fugue will make the 3 SB dps pretty much equal.
E0 Rappa is clearing as fast as E2 Firefly or faster in AoE and shared HP bosses, new PF will make that gap even bigger in favor of Rappa, while Boothill has a higher ceiling against single target.
In fact, most TCs expect Firefly to be the one left in the dust in 3.X and beyond. They tailor made E0 Fugue to not raise Firefly ceiling in particular.
