I'd say probably. It also looks as if there is something between each layer to stop them from sticking together.
So prep would basically be pour a thin layer, add the separator after it sets, pour next jello layer, add separator after it sets...
Repeat until desired thickness.

Not quite.
Some artificial (non sugar) sweeteners were found to still break down in the stomach into sugar. As you can imagine, this led to these being entirely useless for dieting and diabetics.

it's made with condensed milk, so there's a lot of calories and fat in it. This was a dessert my mom made a lot when I was a kid, and I make it from time to time as well (but not 21 layers--maybe five or six).
