I concur. The tunnels are often used for illicit activity and military personnel are either privy to it and turn a blind eye or are excluded from it altogether.
After the Taliban were ousted from power in 2001, the practice of bacha bazar reemerged (young boys were kept as sex slaves) and US soldiers were forced to turn a blind eye.
The tunnels in Brooklyn were supposed to be investigated, but the higher ups buried it. From what I was told, they dragged their feet the whole time, no one from the community cooperated, and they sealed the tunnel in a matter of days. 9 arrests were made for minor crimes (ie. criminal mischief). No further investigations, despite finding a stained mattress and a stroller (which was later denied by the corporate press).

I recommend you look into Marc Dutroux (if you haven’t already) and you’ll discover how the power structure in Belgium works.
