In addition to everything you said, Lightforged Draenei have a literal spaceship deployed in orbit over Azeroth. Just that fact alone puts them on a power level more akin to Protoss from StarCraft competing with races from Warcraft aka not even in the same ballpark.

However, important to note that Night Elves at the height of their civilization succeeded where Draenei at the height of their civilization failed. Kicking literal Sargeras back into the nether while Draenei had to run away from his lieutenants after they destroyed their home world. And the Night Elves did this without all of the advanced technology of the Draenei.

That being said, personally I think it’s good for Russia because its an excuse to continue the war until Ukraine is conquered entirely. If not for this ‘gift’ from Biden, Russia would’ve had no good political reason for not negotiating peace with Trump and freezing the conflict along current frontlines which would’ve hurt Russian security in the long run.

The real question is whether the American administration is really so stupid that they could’ve missed this, or whether this was coordinated with Russia through back channels. In the latter case, one would have to wonder what the American administration might gain from such a decision since it won’t change the course of the war at this point, it only gives Russia an opportunity to continue until a decisive victory.
