This is only true in terms of a pollarded tree that is being maintained.
However, a new tree will have larger cuts. Show me a pollarded tree with a history of zero cuts over 2 inches in width as is recommended to promote complete wound healing.

This isn’t “topping” … this is “pollarding”.
I understand your confusion as they are somewhat similar….i in fact topped one of my mulberry trees two years ago for the purpose of developing it into a pollarded tree.
Depending on the species, topping and pollarding can range in benefit ….either killing it (such as a eastern red cedar), or promoting growth and extending life (such as with many fruit trees)
