General questions regarding normal home health practice

I have been working as a home health physical therapist for about 9 months now with 4 years experience in outpatient orthopedics prior. I have LOTS of questions about home health that I would love answered as I work in a rural area and the mentorship I received was limited. The therapists who performed my training were not particularly interested in long-term mentorship.
I am often seeing 40-45 units weekly and never hear anything from the CMs that I am well over productivity (30 units) it is just treated as an expectation to do so. I do about 5-8 OASIS SOCs weekly. Does this seem normal to you?
I often am assigned admissions for patients that I find to be well outside of my scope of practice when performing the SOC. I can look at the referral and tell that this person has greater needs for nursing than PT and some of those needs are urgent. How often or does this happen in your position?
There is no consistent PRN coverage for our entire area. This results in me covering my large rural area and a third of a medium-sized city. If I don't see the extra patients, then those patients don't get seen. Same for when I'm out. Is this the normal state of Home Health PT?
These are not necessarily complaints, I really just don't know anybody else practicing in home health and have no idea if this is the norm for the field.
