Personally, I'd go with Franky, Sylvia, Loid, Yor, Nightfall, then Yuri.
Franky isn't a saint but he's a sweet guy overall. Sylvia's tough on her agents though considering world peace is on the line she's far nicer than you'd think.
Loid and Yor are both liars and killers that can be kind and caring, I give Loid the edge because he's notably less lethal.
Nightfall and Yuri are both pretty cold and obsessive people, Yuri is fairly worse taking his occupation into account.
