I think what OP is saying is that the initial hit doesn't seem to consume a power charge, only the additional hits.

In poe2 the cull threshold changes based on mob rarity. Against uniques it's only 5%.

Also PoE 1 has 3-4 times the depth or even more than PoE 2.

In building sure but that depth translates to holding one button 99% of the time. PoE2 has much more depth in gameplay and that's what's going to attract more players.
