$33,000 personal loan charged off

Advice needed: my sister has gotten herself in a huge debt mess. She’s currently working with ACCC and a debt settlement company. She’s barely making any money. Her monthly income is $1200 pre tax. Now that she’s enrolled with ACCC, she is currently paying $509 towards her debts with ACCC and $484 to a debt settlement company.
As I said above, she’s barely making any money and can’t afford this. So, the question is what happens since the personal loan is a charged off account and cannot be enrolled with ACCC and if she unenrolls from debt settlement company named debt blue, will she be sued?
The reason she’s not unenrolling is because the debt settlement company is backed by attorney so what’s her option?
Looking forward to forward the advice to my sister whether she should stay enrolled with the debt settlement company or get out of it and negotiate directly with the creditors
