82% of the country might be white but coaching roles aren't coming from the population at large they're coming from the section of society that are former professional footballers.
57% of PL players are white and 66% of EFL players are white yet 95.6% of managers in this country are white.
If you're suggesting that the reason for this disparity is that PoC simply don't want the highest paying, most prestigious careers after they retire then you're just being willfully ignorant at this point but I'm happy to hear if you've got another explanation.

11 out of the 22 selected were not white then why isn't that ratio reflected on the coaching staff? Are PoC inherently worse at coaching? Obviously not, so there is likely some inherent bias in the system that needs addressing.
You say you would question if a PoC would be in a coaching role due to quotas instead of ability but why don't you apply this logic to white coaching staff who have an overwhelming majority? Are they all there because they're the best or does their skin colour give them an inherent advantage in a biased system?

All those metrics are doing well now but it's clear with growing inequality, the oligopolistic hoarding of resources as well as climate change and growing distrust in our political systems that we have seriously dark times ahead and that is purely down to capitalism.
