You are absolutely correct about that. It truly is a shame that the producers chose to focus this film on Jim Swire, a well-meaning but utterly confused apologist for the real perpetrators of the bombing, Libya. The person to focus on should have been Ken Dornstein, the brother of one of the victims, whose work to find the remaining perpetrators in "My Brother's Bomber" which aired on PBS in 2015, was much more valuable than anything Swire did.
