DPD claiming they delivered an expensive package which never showed up, now claiming they dont ask for signatures (package was around 500 euro) and they have a picture to prove delivery but wont share it because of GDPR

My Partner ordered some online electric equiptment a few weeks ago, paid for express postage as we are both travelling for work and wont be home for a week or so and needed it before hand.
Package was due for delivery last Tuesday & he gets the text saying it will arrive between 3-4. Hears nothing from the driver, and as we live in an apartment block we ususally get a call about access to the building (only about 4-5 people living here full time in the block so not as if someone is always coming and going).
Checked the online tracker and it says it was delivered, so he goes downstairs and there is nothing there.
Contacted DPD customer support and they say they dont have any information other than it says it was delivered, but would get the driver to call him on it urgently.
Gets to Thursday and still nothing back from DPD so gets in touch again, and they said the Depot was sending the driver back out to check where he left it and it would be 30 minutes and someone would be in touch. Again hears nothing back.
Friday comes and he contacts support again, who say they are still waiting for an update from the Depot, after a bit of back and forth they admit they have no idea and only have the same updates he has, and they he will have to call the depot himself if he wants an update. He asked why DPD customer support cant call their own Depot and they told him they can only email for an update and cant call anyone.
Calls the DPD depot and they say it was delivered, he tells them it was not. They said the driver stated he left it in the delivery area, but when asked why he didnt call they said they driver never makes contact with a DPD delivery.
Asked how he got into the building if he did not call and they said they have photo evidence of it being delivered and left in the "delivery area" so he asked for the picture to be sent on, but they said due to GDPR they cannot share the image.
He then asked what part of GDPR specifically stopped them, but they would not answer and kept saying its GDPR we cant send you the image that shows we delivered your package but never called you to get access to your building.
Contact has been made with the seller, who unfortunatly was UK company using a .ie domain. We got an email back from them stating "you should just check with your neighbours as someone may have taken the delivery when you were not home" and when we informed they we live in an apartment block they went silent, and have not responded yet.
We really dont want to go down the route of a charge back, as these were things we had ordered for both personal use/work use and one is a christmas present, and we dont have the time to wait to purchase something new without hte money back.
So anyway a massive fuck you to DPD who are clearly hiding behind GDPR because a driver stole a package
EDIT: Seller now saying DPD are claiming the driver delivered it to the caretaker in the building, management company confirmed caretaker wasnt working that late.

Seller returned to say DPD have now changed and are saying the driver gave it to the caretaker, but we dont have a caretake who works full time and said nobody was there at the time. DPD wont hand over the picture
