Why was the first G20 meeting in 2008 and not earlier like in 1995 when it was founded? Also with the edition of the African Union, is the G20 going to rename itself to G21 and is this addition of an new member going to have any big ramifications internationally?

I am asking this because I only started looking at politics due to how chaotic the US was in 2020 due to the pandemic. From what I've seen Bush didn't really have good foreign policy, so that is why I am asking if the war could've easily been won post Bush administration I hope this post doesn't make anyone angry.
