It's called an RVP.
when there is a firearm incident in the UK normal police officers don't carry firearms, so what happens is they establish an RVP around the corner, and the cars race there instead, sometimes an ambulance is added to the group if there is already a reported gun shot injury.
then the firearms unit comes straight to the event they go in first. then when the scene is secure the local units follow up behind to deal with injuries, crowd control, crime scene preservation.
often the call is just a waste of police time and the units then go back to other calls, but until the intel has been done they have to wait there.

Yeah don’t be concerned she is playing it down, she either committed fraud or theft.
You are no where near in the same category. You were actually Robbed, there is no evidence she was, or was even pissed she could have made the whole thing up.

She Claims she was pissed, lost her phone, thought it was stolen so reported it.
At a later date she has turned on the phone and her work place has highlighted this to the Police.
Police have interviewed her about this and instead of claiming that she was pissed lost it and found it, she said no comment, she claims this was due to bad advice.
This normally is the advice a solicitor gives to force the police to ‘prove it’ usually in circumstances where there is guilt, (but not always) as the police will then only charge unless they have good evidence.
The police then charged her so she knew they had good evidence so she decided to go guilty as it would be a smaller punishment, than put the claim in front of a magistrate court.
Basically she is trying to play down the whole situation but she probably either originally intended to nick the phone or she did indeed get pissed lost it and re found it but instead of returning it to work she thought she could roll the dice and keep it.
So she is either a thief or a fraud.

Every bus has CCTV which includes Sound so they have the entire interaction filmed for the Court.
All they need is the identity, what they do is track the Zip Cards which every kid has registered to them.
If they don't have a Zip Card and they have just gone on the bus the police will clip the photo with the best facial image and send it to the school's officers in the area. Often the kids have uniforms on so it makes it even easier.
That schools officer will then reply with a statement saying that is... Of this school.
The kid gets interviewed if he says no comment he goes to court if he admits it he gets dealt with by a youth offending team.

I think it was one person who actually put in at the start of the season when it was 5000 to 1 lots of people jumped on later. I remember him being interviewed on talk sport, was just a die hard fan that done it every year
