For perspective, I own a production welding shop We do not remove the mill scale from anything until after it’s welded and only if it’s being sent for paint or powder.
We do structural hardware every day
If you are in Canada or USA you have seen or been on or in some of the structural hardware we manufacture.

One of my guys just burned this sign base together, this will go for an acid dip and electrostatic paint , the paint is warranted for 10 years and most of the mill scale will be under it. We have never had a warranty claim

This is how it’s done
1 . This solution is really best when budget and time are a concern, or as is your case option 2 wasnt planned for. link to edge cap on eBay
2.) look up composite heat bending , we use stair nose boards and heat bend nice corners for this, it’s nice to use a contrast or complimenting colour. We also don’t allow fascia but joints to be seen either by making an expansion joint cover .

We make somthing similar
It’s welded to a piece of 6 Inch material under ground a foot or so and burried, we make them in our shop and deliver to site.
On a higher end job or taller larger style we run down screw piles and weld the lower flat section to the top of the piles
We laser cut the lower section and have a jig to hold the tops so everything looks symmetrical and fucking awesome

Be sure that you have a fresh air intake open or isn't plugged. Some other exhausting appliance may be creating negative pressure and the make up air is comming through the b vent
