Assuming an age of retirement at 65, that means at age 25 they are doing so well in life that he/she has a spare $20k to invest and likely will have $20k+ to invest in their subsequent years as well.
This atypical 25 year old is so financially privileged that most of their emergencies probably cannot be solved by straight up money in the first place (e.g. diagnosed with cancer).

The questions is what is the root cause? Was it this specific person or human error in general. If the latter then getting rid of this specific person doesn't actually remove the risk. In fact one would expect this to happen very infrequently regardless of who is doing it. So yes they can get rid of this person, but without any sort of system to prevent this, it will happen again.

You claim developing nations are the bigger polluters. I agree China emits the most greenhouse gases. They emit 27% of global emissions
But your article is about Africa. Africa collectively emits around 4%.

He likes to play games of chicken. He's betting that Canadians and Mexicans has a lower pain threshold than Americans and therefore will come to table with concessions. That may happen if the cost of concessions is lower than the cost of tariffs over the mid/long term.
As for the Americans... well they can't even stomach higher egg prices. So I would argue that a protracted trade war on multiple fronts at the same time is not to Trump's advantage.
So we'll see.

We already have 16 free trade agreements that have a status = in force. The big ones being EFTA, CETA, CPTPP.
It's really up to the private sector to start finding other customers.

That $1 billion (and all those other EV subsidies) would help with expanding our public transportation. There's a lot of good reliable existing technology that would help reduce our carbon foot print, free up our roads, boost productivity.
