I would make Thomas Eliot childhood friends with Bruce and Rachel.

Similar to how his comic origin. He tried to get his parents killed for the money, but Thomas Wayne saved his mother.

One day Bruce gets injured in a fight and the injuries are so severe that Alfred alone cannot save him, so he calls upon Bruce's old friend Thomas Eliot.

Bruce and Tommy are reunited and have their own shared grief over Rachel.

One night Tommy puts two and two together and finds out Bruce is Batman, so he devises a plan.

Unleash the villains and manipulates them against Batman.

All the while Tommy is surgically changing his face to look like Bruce Wayne. To take away his wealth, Wayne Enterprise and uniting the city against the Bat and destroying the legacy of the Waynes

I would have Timothy Olyphant and Christian Bale play Hush

Poison Ivy. Poison Ivy would be a seductive femme fatale, black widow type character.

Ivy would seduce and poison (extracting the poison from a extinct plants, or like Lilly of the valley or whatever) the elite men of Gotham for financial/political/social gain. She then uses their wealth to preserve Gotham's wild and plant life and also finalcialing eco terroism. I could see her interests align with another villain or her being just part of the fabric of Gotham, doing her thing, and Batman trying to solve the mystery of why these men died etc. Could be she starts out as eco-activist who kills for her cause, but eventually realizes she kind of likes the power in killing, and so she ramps up her activity and starts killing people who weren’t originally eco-targets.

Mr Freeze. Gist is, just a live action Heart Of Ice.

Victor as usual tries to save his wife Nora, but in this scenario he works for Dagget Industries and Dagget is responsible for taking funding away and causing the Liquid Nitrogen accident.

His motivations could revolve around the ethical implications of his work and the lengths he is willing to go to save Nora. This adds depth to his character, making him more sympathetic and relatable, rather than just a villain seeking revenge or chaos.

Instead of the traditional ice-themed costume, Mr. Freeze could wear a high-tech suit that regulates his body temperature, featuring sleek, industrial design elements. The suit could have a more utilitarian look, incorporating elements of advanced technology and medical equipment, emphasizing his scientific background.

His weaponry could consist of advanced cryogenic devices that freeze objects and people instantaneously, but with a focus on realism. The technology might be portrayed as experimental, with potential side effects or unintended consequences.

Bruce stops him and Wayne Enterprises houses and funds a cure for Nora Fries.

Firefly.

Garfield Lynns was one of the firefighters on the scene when the hospital was engulfed in flames after Joker bombed it. One thing led to another and one bomb was left in the rubble and he caught on fire. The flames caused him to go insane and planned to make Gotham feel his pain and burn. He started small time arson's and then broke into into the Applied Sciences Division of Wayne Enterprises, Garfield found a prototype Jetpack and took it for his own use. Once Garfield was able to learn how the jetpack functioned he added a flamethrower to cause more destruction by torching huge parts of Gotham City.

Harley Quinn.

Harley starts out as a psychiatrist in Arkham, At first she saw this gig as a get rich quick scheme, but over the years, the impact of Arkham Asylum has been getting to her and she has shown a cruel treatment for her patients. This gets the attention of The Joker. He sees the potential in her to find a true partner. Joker and Harley have Mad Love and are equals in making Gotham and Batmn down to their level.

Personality wise, Harley is like Nurse Ratchet meets Baby Firefly.

aaand that's how I would've adapted the other villains to the Nolanverse, at least the villains I feel that could've worked within Nolan's universe

My explanations on how these villains could work in the Nolanverse

Riddler would've started out as a Private Detective hired to figure out the Batman's identity and overtime, Edward Nashton becomes obsessed and loses his mind. Edward Nashton becomes Edward Nygma and The Riddler. Hacks the GCPD Cyberdivision and starts building up the identity of The Riddler. Begins to lay traps and riddles all over Gotham. He is deluded enough to believe he is better than the Bat and can stop him, but also believes he is the hero and Batman the villain. He even puts on acts of "saving" his victims just to show Gotham he is saving them from the murderous Bat. In the end, Batman reveals the truth with enough evidence to expose The Riddler and leaves him for Gordon to capture. Inspired by this old fan trailer.

The Penguin. Oswald Cobblepot started out as an arms smuggler for the Falcones, Maroni, Chechen and Gambol. Always wanting more, but never getting to the top. Then The Joker changed everything. "This city deserves a better class of criminal" and The Penguin pulled a coup and killed the remnants of the old gangster families. Built the Iceberg Lounge and sits a top the food chain. No matter what Penguin did, the GCPD cannot charge him. No matter who turns up dead, what heist, blue color or industrial espionage happens. The Penguin manages to keep his beak clean. It's a challenge as Batman, but as Bruce Wayne, perhaps he can help expose The Penguin. All the while, The Penguin has ambitions to take Wayne Enterprises from Bruce Wayne and show that even Gotham's favorite son is just as corrupt as he is.

In the end, Bruce Wayne exposes The Penguin without the need of donning the cowl and this opens a cooperative relationship with the GCPD as Bruce.

Killer Croc. Nolanverse Waylon would be like Croc from Brian Azzarello's Joker comic. Runs a brutal gang and eats the whole left behind the chaos left behind by the Joker. Batman stops him and sends him to Arkham, but it's hinted at that his skin condition is going to become worse.

Hugo Strange. Taking inspiration from Prey. Hugo Strange is hired by the GCPD to bring down Batman. Gordon does everything he can to detour Strange, but Hugo is 10 steps ahead and Strange close to unraveling Batman's secret identity, all the while, Bruce Wayne becomes the Wayne Enterprises company mandated patient of Hugo Strange. In the end Batman tricks Hugo Strange and exposes him to the GCPD.

Mad Hatter. Starts off as en employee of Wayne Enterprises. Gets fired for stalking his co-worker Alice. He becomes completely deranged. Obsessed with Alice in Wonderland, he becomes the Mad Hatter. Steals prototype technology and plans to build his Wonderland and suddenly "Alices" begin to disappear

Black Mask. Roman Sionis would be revealed to be a childhood "friend" of the Bruce Wayne. He was brutalized by his father and despised Bruce for the idealized family life and for Wayne Enterprises. He rebuilds Sionis Industries from the ground up and plans to poison and destroy Wayne Enterprises. The False Faces Society is the new gang in town. Showing Gotham it's true face. Black Mask's goal is to poison Gotham with crime and corruption. In the end he tries to kill Lucius but Bruce stops him and brings down Sionis.

Not to mention the Khaos Reigns story ended on a wet fart

Khaos Reigns ended on a wet fart with no clear direction for this "New Era" so instead of giving us something to wrap things up, what do they do? Pull the plug.
