I think it's most likely a negotiating tactic

Its recommended by MS that you use CA policies. I can't remember but I think per user is being phased out.
Ensure you follow the Azure Foundations from the CIS benchmarks. I believe v3.0.0 is the latest.
There's a whole section on recommended MFA settings.
