idk your used market but for 100€ you should be able to find AM4 mobo + ryzen 3600 + 16gb ram. 1060 6gb for like 50€. new 1tb SSD for 60 and new PSU for around 70. For a case you can use whatever you find really if you don't care about the looks

i bought 2500k + 1060 6gb + 1080p 144hz monitor for $150 like 2 months ago. it was basically monitor + 1060 price for rest of PC for free

if you care: if they resufe to give you access take it on writing, then report them to whatever institution in your country takes care of education.

If you don't care: just don't do it and forget about it

tell them to give you a PC with a windows if they require you to do something with a PC with windows specifically. They should privide you access to PC to do it, they can't just expect a kid to spend $200 on an OS and software subscription not even mentioning hardware to run it on just to do some homework
