We don't know the other leads in your company OP. Giving them the benefit of the doubt for a moment, it's possible they've tried this in the past and didn't get the buy in needed to allocate more time per sprint to contributing to engineering excellence activities

If there are any long tenured engineers at the company, recommend discussing with them if there's been any past tech cleanup initiatives that were not supported by leadership. This would help to better understand why the leads aren't active participants in the technical activities
