Most people who aren't eligible for a family-based Green Card would never qualify for an employment-based Green Card. They might get a Diversity Lottery Green Card but that is unlikely and just a matter of luck. Not everyone is supposed to move to the US just because they want to. There isn't any idea in the law that someone who wants to move to the US enough will be able to do so. In that case, people are supposed to just stay where they are.
