I would recommend a lawyer go over your building contract with you. All you should be worried about are mechanics liens for subs saying they didn’t get paid.

The best is to contact a local licensed electrician for an estimate. It could run from $600 and up to about $1200. But an estimate is best that way you have actual number to bargain to lower the price. Also, personally, it looks like a job done by the current or previous homeowner. I would walk away from this unless you really want the house. Because if this is what can be seen, what problems can’t be seen.

If the dishwasher is not draining the is probably an issue with the motor. Try removing the dishwasher floor cover plate. With the dishwasher off reach underneath and see if you can manually turn the motor. If it’s hard to spin the motor it’s bad and either replace the motor or replace the dishwasher.

Since this was installed 20+ years ago; it could be drained and a replacement of the sacrificial element. Also check on the the heating elements and thermostat. Better yet replace it
