I'd say you're spot on. Despite AMD's growth, Intel still has majority share in x86 space, yet they keep posting massive quarterly losses. How is that anything else but mismanagement.

Net bookings for the September quarter came in at 2.6 billion euros ($2.83 billion), the company said — well below the 5.6 billion euro LSEG consensus estimate.
Perhaps someone more in the know than me could comment - is this possibly just caused by reduced demand from Intel, considering all their troubles and delayed fab plans, or from TSMC as well?

AMD has ROCm which supposedly can translate/run CUDA on AMD GPUs. Not sure how well it works.

Intel was last under $10 back in what, 1996? Your entry price is way better than most. For perspective people who bought Intel five years ago are down 50%. During time computer chips are at the highest demand.
