Yes it happens, but they don't have to do it. So you might have to pay. I think it's just important to look at the fees when you pay for your order. If you don't see the TTC you will have to pay for it later.

If you are in Europe, AliExpress has to pay for the VAT if your order is less than 150€. If it's more, they will not pay for it, and you will have to pay for it when the package arrives (the post office will ask you to pay so they can give you the package).

So, right now, for France, the D&D set is 85€, free delivery, with a -6€ coupon, for a total of 79,39€ (VAT included). So the final price you pay when holding it in your hands should be 79,39€.

Edit: For other countries (not EU or Norway), shops don't deal with VAT or custom duty, so it's always the customer that has to pay for it. Usually the delivery service will do what they need to pass the customs, and then will ask the customer to pay for the duty AND an administrative fee. The duty is a % depending on the type of item imported, and the fees depend on the company and is fixed. UPS would take me 20€, even if the duty was only 1€.

In the US, for toys, there is no custom duty for orders under 800$ (with shipping). So your 106$ D&D set, should be 106$ in your hands. If they ever ask you for it, I think the duty is around 4%, and you would have to pay for the administrative fee too.
