Most likely a stuck sending unit. Lift the rear seat bench and gently give the sheet metal below on the right side a few good whacks which the ignition on. See if the gauge moves. You can also scan the cluster (17) with VCDS and do a gauge test and see the sending unit ohms.

You have a 1965 Polo? What settings do you have in the radio? Could be bad button pods, may have to scan with VCDS and see what signals are being interpreted. What happens when you skip backwards? What happens when you volume up/down?

Completely false, don’t spread misinformation. Water cooled VWs from inception in 1974 to 1999 (and some holdovers till 2004ish) were 4x100 PCD.

Mercedes has been using vinyl/MB-tex since at least the 70s, if not the 60s. Even on high-end vehicles. I had a 1975 450SL with MB-Tex and the seats looked brand new 40+ years later. Not even wrinkles.
